(Answered) Regulator II (Stealth) still Experimental in 3151?

I'm trying to understand what makes this vehicle experimental when we have the Po II (Stealth), the GAL-201 Galleon and other examples of stealth vehicles at standard tech level. I don't see anything on the record sheet fancier than stealth armor, so what am I missing?

Rules level is determined by intro date. Vehicular stealth was experimental until 3084.

Do they ever change? I looked at some tournaments where this vehicle is banned because of that status despite being era agnostic.

They do but the MUL only cares about intro date. The chart in RS: 3145 NTNU specifies when this occurs for various pieces of tech
