(Answered) Naval Movement Through Ice

1)   For Depth 1+ water hexes that are ice-covered (TO, pg.50), may surface naval vessels move through these hexes?  If yes, are there any additional MP costs or checks?

2)   For Depth 2+ water hexes that are ice-covered, may submarines move under the ice?

3)   If a submarine is able to move under an ice-covered water hex, what happens if the submarine chooses to rise to Depth 0?

4)   For any water hex that is frozen solid, is all Naval movement prohibited within that hex?

1) No.
2) Yes.
3) It can't, for the purposes of these rules.  Depth 1 would be the limit (we're not getting into how far down the ice happens to go, unless the scenario defines that quality).
4). Yes.
