I never understood this from the day I got my 3050 TRO when I was in school.

The arms of the Dasher aka The Fire Moth have the elbows bent the wrong way and held up and over the top of the torso.  Why?

The fluff reason is so it can more easily carry Elementals, Elemental Battle Taxi being its primary mission after all.

It's very simple. This 'Mech was supposed to be used as "fast infantry transport" with infantry/cargo transport pods attached on side torsos. The idea was abandoned soon, but those arms were kept as they originally were because attempts to modify those arms hampered stability of the 'Mech.

Actually the infantry/transport pods were slung under the arms.

Quirk: Reverse Jointed Arms.

Allows a mech to fire its arm mounted weapons to fire from Level+3 above the hex the mech is standing in, but at the cost of more shots hitting the torso.

When rolling hit locations result in "Arm", roll one die. On a result of 1-3, the arm is hit as normal. On a result of 4-6, the arm hit becomes a hit to the corresponding side torso instead.

Always thought it was a design idea to allow the smaller mech to reach and aim above large obstructions. Maybe not level +3 but it wouldn't need to worry about tree lines and hill tops as much as a Viper.

Well since we're using advanced rules with quirks anyways, I'd base it around the Hull Down or Half Levels rules.

Something like:
Cherry Picker Mount (+1 per weapon, +2 for Vehicles) - This weapon is designed to safely fire over obstacles, allowing for better use of cover. A unit in a hull down position may choose to fire only the weapons that have this quirk applied. If it does so, going Hull Down will give the firing unit a +3 instead of a +2 modifier. Vehicles have the additional ability to use the hull down rules with partial cover in addition to with half-level hexes. This quirk may not be applied to leg mounted weapons, and may only be applied to turret mounted weapons on a vehicle.
