Destroyed Engines and watery graves

Playing in 45.4 had a hover that was over water so I shot at it.  Got this in the fire phase:

    AC/10 at Condor Heavy Hover Tank (Standard) #2 (Draconis Combine); needs 7, rolls 8 : hits  (using Left Side table) LS (critical)
        Condor Heavy Hover Tank (Standard) #2 (Draconis Combine) takes 10 damage to LS (critical).
            Armor destroyed.
             3 Internal Structure remaining.
            Critical hit on LS. Roll is 5; no effect.
            Critical hit on LS. Roll is 9; Engine destroyed.  Immobile.


    Medium Laser at Condor Heavy Hover Tank (Standard) #2 (Draconis Combine); needs 7, rolls 7 :  - Glancing Blow - hits  (using Left Side table) FR
        Condor Heavy Hover Tank (Standard) #2 (Draconis Combine) takes 2 damage to FR.
            20 Armor remaining.
            Chance for motive system damage. Roll is 16; (w/ +5 bonus)
             Major damage, vehicle immobile.
*** Condor Heavy Hover Tank (Standard) #2 (Draconis Combine) DESTROYED by a watery grave! ***
 

As you can see the AC gets a standard crit and blows the engine which immobilizes the hover but it is not destroyed by the water hex.  Next the laser gets a motive crit causing the craft to drown. 

Looks like a line to check prohibited terrain when an engine blows is missing.  I'm figuring this was a known issue but I don't remember seeing it before. 

Can you tell me if this one is known about, or if I should open it on the bug tracker?

My guess is it's waiting to check for that until after all weapons fired.  After all, mechs don't fall over until after the firing phase.
