(Answered) Does jumping onto ice to cause a skid?

As the title suggests, I am unsure if I'm interpreting the skidding rules with regards to jumping onto ice. 



If I am understanding the above rules correctly, in order to trigger a skid, you must fulfill at least one condition in BOTH bullet points. If that's true, it seems a unit jumping onto ice from the first bullet point would always be in violation of the second bullet point.

What am I missing here?

The second bullet point is in error.  Ignore it. (will be posting errata to remove it, the whole paragraph needs rewriting).
