Ill start off stating that I have read the following  link which both has semblance to this question but doesn't answer the exact question.

In the link Xotl specifies that shooting at a target within 17 hexes with artillery is a hybrid of a direct fire attack and an indirect attack [which would be represented by its presence within that rules section].

At the start of the section for Direct Fire attacks [pg 153 TO:AR] it states that "All direct fire artillery attacks are made during the weapon attack phase".

So if a target is less than 17 hexes away from an artillery piece, do they have to make the attack declaration during the weapon attack phase?
If not, does that mean you 'retroactively' apply your movement mod?
