(Answered) Cluster Artillery hitting a hex under a VTOL

Let's say that a Arrow IV Cluster Missile hits a hex it was aimed at while there is a VTOL 3 elevations above that hex. Cluster ammo is said to be an airburst of small bomblets. What happens to the VTOL? Is there any chance that it gets hit by the artillery?

In the interests of not cluttering the rules with special edge-case applications, nothing happens to the VTOL.
