What target numbers are considered for different skill levels?

What would a target number be for an average person? A skilled person? An expert?
Including skill, attributes and average modifiers?

Your question is rather vague, but in general target numbers indicate the difficulty of the task and don't depend on the person attempting that task. Maybe if you could offer some more information we could be of more assistance.

Ok, a different direction. What would be average attributes for an average IS human be. What are the number that would show a below average, average, above average and exceptional person in each attribute?

Below average: 2
Average: 4
Above average: 6
Exceptional: 8
A 'regular' MechWarrior who's got a 4/5 skill in Gunnery/Piloting is considered to have 6 in all attributes, save Edge.
The vast majority of people would be scoring between 3 and 5, depending on what they're good with.

Thank you! Am starting a new MechWarrior campaign and they were asking these questions. This should help them make some choices on how they want their characters.
