18 or 21 ?

The Ghost Bear Dominion do starting characters start at age 18 or 21 ? Is age and maturity a negative in social standing in the affiliation ? How does it differ from the Raven Alliance ? When cultures merge what is gained what is lost ?

From what I can tell it is entirely dependent on if the character is a freeborn or a trueborn for if the +/-100 XP for each year over/under 18/21.
