I just checked the latest posted errata (v2.02) and A Time of War errata thread and didn't see any mention of jump packs, so here is my question:

The jump pack listed in A Time of War (in the table on page 312) says it has a maximum jump distance of 150 meters.  This would be five Total Warfare hexes.  As Jump Infantry has a movement of three (90 meters), does the 150 meter capacity serve as the base from which is subtracted the encumbering effect of the pack itself and the presumed mass of all the other equipment a jump trooper is carrying?

Yes, that gap is considered to be due to encumbrance.
