(Answered) Blizzards and Elementals

I'm running a campaign where soon the players with encounter Ghost Bears during an arctic storm. The Tac Ops books states all ground movement is reduced by -1mp, which leaves the Elementals at 0mp. They can also jump for 3mp, but I noticed that convential infantry are not allowed to jump in Blizzard Conditions. How is that applied to Elementals? Does it mean they can't jump either? And do al lthe to-hit mods and movement penalties stack from the Strong Gale and Heavy Snowfall? The Blizzard entry says to use both. Any help would be appreciated.

Elementals are battle armor, not conventional infantry; if the entry intended to ban all infantry, it would just say "infantry"

As far as the penalties stacking, yes they do.
