Aerospace Fighter Bombs and Area of Effect +1 modifier

I'm looking over the rules for Aerospace Air-to-Ground attacks and I have a question.

Bombs do Area of Effect damage. Area of Effect attacks gain a +1 modifier.

Does that mean all bomb attacks include that + I modifier?

I'm just a little confused going through the bomb rules, because the modifier is not mentioned except in the chart. So I wanted to double check.
