Not sure where this question properly belongs. It's about Indirect Fire from Total Warfare, but relates to how Jumping Jack affects it, which is from Campaign Operations.

In the rules for Indirect Fire, if the Spotter moves, they add a penalty for this movement to the Target Number for the firing unit.

So if a Spotter jumps, it would apply a +3 modifier to the firing units Target Number.

However, if a MechWarrior on the spotting unit has the Jumping Jack SPA, does this affect the penalty for spotting?

Jumping Jack changes the penalty for Jumping from +3 to +1. This affects all the MechWarrior's attacks, but does it also apply to the penalty a spotter contributes to a unit firing LRM's indirectly?

If a spotter with Jumping Jack jumps on the turn it is spotting for another unit, does that unit suffer an additional +3 penalty, or just a +1 penalty?

My reading of the rules would suggest that Jumping Jack would not reduce the penalty as the penalty is applied to the unit actually firing the LRMs.

If you want a more official answer there is a section on the forums for rules questions such as this.
