Conditions:

In mid 3160, after years of being blockaded onto their own worlds and having significant portions of their economy broken by the Lyran Commonwealth Navy, the Rasalhague Dominion acceded to Lyran demands to withdraw from their military pact with the Republic of the Sphere.

The economic damage of having commerce effectively shut down (with the exception of humanitarian aid permitted by the LCN to be delivered to civilian, and at times, military populations on RasDom worlds while having traffic effectively choked off both domestically and internationally by the LCN's 2nd Fleet and 4th Reserve Coast Guard fleets in an operation reminiscent of the Kowloon Coast Guard's total and complete shutdown of traffic into, out of, and through the Quarantine zone from 3065 to 3146), coupled with the complete destruction of RasDom jumpship and warship maintenance, fueling and support capacity (as well as the destruction of their fleet at the outset of the 'war'), left Rasalhague in a bind-without the Lyran Fleet patrolling their skies, the Dominion was vulnerable to hostile neighbours and competitors (in spite of retaining one of the largest and strongest ground armies in the inner sphere).

AS part of the agreement ending the multi-year siege and suppression, Archon Trillian Steiner has pledged to restore to the RasDom, the ability to patrol their own space, maintain their own fleets, and rebuild their civil transport infrastructure.

The Challenge

Aside from financial loans and support providing new jumpship and dropship assets to Dominion-centered shipping, loan guarantees and reduced insurance rates for Dominion cargo transports, and setting up an infrastructure to facilitate internal commerce, the Archon has secured contracts to provide the Ghost Bears with a functional naval fleet capable of presenting a significant defensive threat to deter attackers and provide for the protection of their domestic national interests.

by its very nature, this "Export Fleet" should reflect an enhanced defensive posture, while providing a limited expeditionary capacity.  Ideally it should be built of affordable hulls and systems that provide an elementary level of functionality, and be able to function as the core of a space naval doctrine.

That said, it should also be inferior to the current service and projected requirements of the LCN, and incorporate the minimum of upgraded technologies necessary to be capable, but not more capable than the LCN's own core units.

Given that the recipient state uses a Clanner model, endurance in terms of fuel and munitions is not a concern and can be minimized.  These ships should be 'encouraged' not to stray far from home, but should also provide a very significant punch when used in a short-range (30LY) response to incursions.  Cruising range should be 1-3 months maximum, and no more than 20 fighters should be available per hull to immediate deployment.

The reconstruction treaty between the Rashalague Dominion and the Lyran Commonwealth included healthy provisions for the export of naval vessels. A reversal of previous Lyran government policy.

Semier Data Tron was eager to expand into this new market.

After fifteen years of Frederick Steiner Battleship construction Semier has a reputation that extends to all corners of the Inner sphere.  Their offered product immediately got the Ghost Bear's attention.

The Essex III Destroyer was based on files found buried in the Helm Memory Core. Using the basic design of the Essex II (get your TRO 2750 art out) the ship was extensively up-armored and up-gunned to fit better into the modern vision of naval warfare.

The Naval PPCs were traded for more lasers and the Autocannon array was expanded for more even coverage.

The barracuda tubes were removed entirely and replaced with broadside mounted AR10 launchers with deep magazines.

A final layer of conventional lasers and Anti Missile systems were added to the design as a concession to the modern battlefield. However this required some extensive fire control systems to be installed to get these different systems to integrate properly.

To meet the design requirements that the LC export office quietly requested cargo space was converted to hold three trinaries of mechs, 100 elementals and two stars of aerospace fighters. A SLDF SDS Jamming system was included integrated into an expansive communication scanner system and a HPG.

Integrating all of the complicated electronic systems was a challenge for the Data Tron technicians as on Lyran ships those systems were far more compartmentalized for ease of maintenance. But the Lyran government wasn't in the habit of making bad decisions because of political pressure.

The design did have some shortcomings that were noticed by the Lyran Navy, the lack of extreme range weapons and the limited acceleration of the craft would leave it at a fairly severe disadvantage when facing ships like the Frederick Steiner and its large batteries of lasers.

Named for the Norse personification of night, the Nott features heavy armor and a simplified uniform battery built around sixty four heavy naval PPCs able to engage all manner of targets through advanced firing algorithms such as bracketing fire while avoiding the potential threat of escalation inherent with nuclear capable missile systems. For protection against similar attacks, the ship also carries integrated point defense.

The ability to maintain both heavy firepower and armor protection are achieved by de-emphasizing independent long duration capability. I would expect a minimum of capital-scale energy weapons for anything being sold to a rival power.  The ammunition factories alone will be worth arming them with NACs...

i'd also assume that the possibility to mount nuclear warhead missiles would be minimized as well. so no whitesharks. (sure you can arm the other types in theory but you'd have to develop your own design for it.. which would be easier to detect by intelligence agencies)

Alternately, I didn't exactly write much in the way of story around my submission. If you have some actual fluff for it, I'd be happy to change from Ioto Galactic to someone else.

(1) "export cruiser" is more of a conceptual reference than an actual class, the idea being to keep employment high and retain shipbuilding skill by developing export models for sale to non-hostile governments, while also getting a chance to 'road test' new concepts and ideas without putting your own military people at risk.

(2.) expansion under Trillian's (really Sharon's...okay, really it's Elizabeth's plan put into action on a much larger scale) resulted in a lot more yards being capable than are in canon.  (It's amazing what you can accomplish if you don't insist on taking the credit.)  In order to feed the initial expansion under the reforms in 3143, the 'governors' were taken off.  In this case, every expired patent was nationalized as 'public domain' and a huge amount of that financial muscle was put into both expansion of existing yards, and helping small and medium operators expand into competition.  some of those wound up being gobbled up by bigger fish, and sub-departments often compete internally in bigger enough corporations.  (747 doesn't just have to compete against A380, it also has to compete against 777.  I see this daily where I work at Boeing.)

Ioto Galactic Enterprises in conjunction with Federated Boeing Interstellar offer the Ysengrim Destroyer, a potent yet affordable defensive platform forged in the fires of generations of naval combat. Developed from the already proven design of the Fox class Corvette, the Ysengrim expands and improves on success. Twice the mass and at nearly twice the length of the standard Fox, it features greatly expanded firepower and a redesigned weapons layout optimized for efficiency, as well as  more powerful engines and enhanced defenses. Embarked compliment has been tailored for the customer, with two stars of aerospace fighters and a full star of Small craft standard compliment, and capacity to carry three binaries or two trinaries of embarked battlemechs, as well as a full binary of Battlearmor Marines. For potential customers in the Free Worlds League and Federated Suns, we also offer a version configured for three squadrons of fighters, a battalion of battlemechs, and fitted with standard squad sized battlearmor facilities. All personnel for these embarked units have been provided with their own crew quarters to ensure optimal crew morale. Firepower is enhanced and standardized, with batteries of Class Ten Naval Autocannons and Class 45 Naval Lasers. Four Naval Autocannons each fore and aft, and a six in each broadside (all with 15 shots in ready magazines) give heavy firepower, while arrays of quad naval lasers on each flank allow you to reach out and hurt someone at extreme range. Each flank also mounts a pair of Barracuda Missile Launchers with a twenty shot magazine. Background:
the Ysengrim Destroyer was a design that began in the late 3060's, as the Word of Blake Jihad heated up and Naval fleets of both the Lyran Commonwealth and the Federated Suns begane to see severe attrition. In a joint-national project intended to help heal the gap between the two nations, Project Reynard was established bringing the existing producers of the Fox Class Corvette together to develop a new design. Envisioned as a Destroyer sized version of a Fox which would share a large amount of its systems, the design saw rapid evolution as the Jihad progressed and the flaws of the existing naval designs were revealed. Unfortunately as the design was finalized and funding for the prototype was being sought, The Jihad ended and Stone's Naval Treaties put a halt to most new warship production. The Design was shelved, and updated regularly. The design languished unused for decades, even in the face of recent naval expansions. The design  did not fit the specifications and doctrine of the Federated Suns navy and thus did not even get submitted for consideration, while in Lyran space corporate and political issues prevented it from being submitted as well. It has been reworked for the Export market in light of recent events, initially for the Rasalhague Dominion, but sales to the Free Worlds League and Federated Suns are anticipated by both Ioto Galactic and Boeing-Interstellar in light of recent events.
the Ysengrim's optimized for Inner sphere unit organization have received the informal nickname "Reynard class" by the design team, after the original project name. the Ysengrim designation was chosen to make it more appealing for the Rasalhague market.

Visually the Ysengrim class resembles a Fox, but continues the conical shape until it is twice as long as a Fox. Much of the structural design is shared, in fact the entire forward half of the ship uses almost the same structural and hull elements as a Fox, aside from the revised weapons mountings.

IS technology was used because it will be built in states with limited clantech production. where applicable the systems could be refit later to use (C)LPL and (C)AMS by the buyer.

Just take the Landmark Destroyer and swap the  cap missile launchers for Barracudas and use Clan weapons where applicable and downgrade the armor by one level to ferro-carbide. The ship is already in production and would require minimal changes during construction.

technology like naval turrets would be something the Lyrans would want to keep to themselves for as long as possible. and removing such systems would basically require completely redesigning the ship.

Based upon the Carson-class, the slightly larger Erlösung-class Destroyer is a trade off of technology and overall firepower for the ability to help repair and reinvigorate the Rasalhagian economic infrastructure. Its four DropShips and 60+ kilotons of cargo go a long way towards achieving that goal. Capital armament is limited to a mere twenty-four NAC-25s and eight Barracuda missile launchers. More conventional weaponry includes a generous mix of Clantech HAG-40s, large pulse laser and AMS. A msall Naval Comm-Suite has also been, but a mobile HPG has not (though Clan Ghost Bear could add one should they ever get a shipyard operational). Ghost Bear plans include an initial order of twelve destroyer with the possibility of adding up to twelve more.
