(Answered) 1" Depth Water Move Cost

In introductory Alpha Strike (movement tables on p14 or p166) water is charged at a flat rate movement cost of +1". In the standard rules tables (p30 or p168) the movement cost for water is broken into depth bands as follows:

depth  cost
0-1"    +0"
2-3"    +1"
4"+     +6"

On the Total Warfare tables the MP costs for water are as follows:
Depth 0    +0MP
Depth 1    +1MP
Depth 2+  +3MP

My understanding is that under either rules system a mech standing in water is about waist deep in depth 1/1" (and can claim partial cover) and considered fully submerged in depth 2/2". Using the movement costs tables as they stand a waist deep mech in Alpha Strike pays no extra Move cost but in Total Warfare the cost to move a hex (assuming no elevation changes etc) is doubled.

As such I was wondering if this was a deliberate change for Alpha Strike, or if the Alpha Strike standard rules tables should actually read as follows?

depth  cost
0"       +0"
1"       +1"
2"+     +6"
