Is it possible for the Counterparts SCA (AS:CE p. 103) to go unrequited? For example:
Command A is a flexible line command, mostly equipped with versatile generalist 'Mechs and a broad doctrine, that isn't particularly troubled if it has to fight on its own. Command B is an independent support command mostly using highly specialized 'Mechs and pilots trained for specific missions that commonly pairs with Command A.
Command A is perfectly capable of fighting on its own, but works better when an appropriate detachment of Command B has its back. Command B is an excellent force multiplier for Command A, and after many long deployments together the two operate seamlessly in tandem, but on its own Command B lacks both the raw metal and more generalized doctrine to effectively deploy on its own outside of small, highly specific missions.
In such case, Command A does not have Counterparts, but Command B has Counterparts (Command A).
