I've pre-rolled an NPC  force commander with a D6 as suggested on page 34 for determining your command rating (I don't have a copy of 'a time if war')

When determining the Number of contracts (Page 38) and the mission type (Page 40) there is reference to a negotiation check, but no explanation of how to do this... Is it an attempt to roll UNDER your Negotiation value?

1) Sorry for the slow response.
2) No, the Negotiation Skill check is a roll over a target number. Per A Time of War** p. 39, you roll 2d6, add the linked attribute (Charisma), add the Negotiation skill value, and add modifiers (positive and negative). You want to roll higher than an 8, the standard ATOW Negotiation TN (p. 140).
