Can a implant or interface reduce skills below 0?
Also for items such as a Triple-Core Processor that just adjusts BV not the skill do we just calculate out the table as if it was a -1?

TechManual Errata version 4.1 – Battle Value (June 2021) Pg 23
When calculating BV we use the BV Skill Multiplier Table.
If we generate a 0/0 Mechwarrior BV is x2.42

Example a 1000 BV mech would cost 2420 BV with a 0/0

Now if we outfit the 0/0 Mechwarrior with a Artificial Pain Shunt, Triple-Core Processor, and a Vehicular Direct Neural Interface.
The BV is calculated for these by referencing the BV Skill Multiplier by the following Gunnery -2 Piloting -2 however we are already at the max for the BV Skill Multiplier Table.

How do we calculate the BV for such a Mechwarrior?
