Pages 33-34 of Campaign Operations has rules for calculating the Reputation of a unit. One of the sections is "Commander's Rating" which states that you gain/Lose points for each positive Trait, Negative Trait and skill rating.

One of the skills listed is Tactics skill.

Under ATOW rules however, there are 5 separate Tactics Skills (Land, Sea, Space, Air and Infantry). Do you add points for each tactic skill, do you average them and add that, or something else?

The smart thing to do would be, "The Tactic skill most applicable to the upcoming contract." Averaging would unfairly dilute skills in a lot of situations, since some of those skills are likely to be inapplicable to contracts and most commanders will never have them.

The simple solution is to just use the highest tactics skill the commander has. It could create oddities like a Tactics (Sea) genius getting a bonus for a contract to garrison a desert planet, but it'd be easiest to implement.

I'm bouncing between highest and highest useful. Useful could be too tricky to implement for a generic Commander's Rating though.

Errata is up: use the highest subskill "for simplicity."
