+4 (Short-Handed)

No idea why, but I have one repair that has a permanent +4 (Short-Handed) penalty.
Even my Ultra-Elite MechTech at x4 Extra-Time can't get the repair to the point of guaranteed no-disaster.
Any ideas why this is happening (I am not in fact short-handed), or how to fix it?
Advancing to a new day doesn't fix it.  Reloading doesn't fix it.  Adding multiple extra Astechs doesn't fix it.
I'm doing dozens and dozens of other repairs every day without issue ... except for this one.   :sad:

I guess I could start it, and since it won't complete the same day, I could then GM-Complete it (??)
Or just start it, save at the very end of the day, then save-scum til the die roll is high enough to overcome the penalty.  Hmm.
I feel like there should be a better solution than these.

What's the unit and unit type.
