I read in the Tactical Operations Books that since Cruise Missiles do not have an 'M' next to them, they do not count as missiles and as such AMS cannot be used to shoot them down.

My question is essentially, why can't Cruise missiles be engaged by AMS or other anti-air units? I am guessing they travel close to the ground based on TO:AR p154 due to counter-battery attacks not allowed vs units making cruise missile attacks.
Was it:
1) difficulty making rules to keep track of damage vs Cruise Missiles? (i.e. Pike tanks use their AC/2 to shoot at some passing Cruise Missiles, what parts of the Cruise Missile are disabled)
2) difficulty with trying to trace paths through hexes (i.e. have a story where one side sends Cruise Missiles around the enemy anti-air units to hit the HQ from an unexpected angle)
3) difficulty with different weapons and their to-hit numbers vs Cruise Missiles (i.e. a Rifleman Lance detects a Cruise Missile and opens fire on it)
It would be nice to have rules that allow shooting down Cruise Missiles, but I was wondering what the reason was to prevent shooting them down to begin with.
