Apparently I am just glaring over how the expanded heatscale can work for Shutdown.

In the TO book, it says you add a -5 to the Shutdown roll and a pilot skill value to the roll, which is at maximum of -2.

So, for heat #46, how does one pass the 20+?

The BEST it can be is 20 - 5 - 2 = 13, not possible on a 2d6.

Am I completely missing something? Is box cars considered auto pass?

I believe there are optional pilot abilities, as well as vehicle quirks, that can give additional modifiers that could make this possible, however.

There is also the old 12's & 2's rule for general 2 D6 gaming. 12 always hit & 2'always miss.

I think there is a battle computer quirk which gives an effective -5 to heat management.

That's Combat Computer and it reduces heat generated
