The rise of interest in ilclan era has opened the door to superheavy battlemechs, Could you clarify who is a pilot for the calculation of pilot skills for the purposes of calculating BV?

Superheavy tripod battlemechs have 3 people in the cockpit, a dedicated pilot, a dedicated gunnery officer and a technical officer (pg158 interstellar operations alternative eras).

The BV multiplier for pilots is found by averaging the skills of the "pilots' skill" (pg188 interstellar operations: alternative eras)  "To calculate the Battle Value for a Tripod ’Mech with variable skill ratings (see p. 314, TM) use the average of the pilots’ Piloting and Gunnery Skills, respectively. Round normally when determining the average score.

Who is considered a pilot in that calculation?

Thanks for looking into this, and if I may I'd like to add some color: 

If the technical officer is considered a pilot for the purposes of BV, it is possible to assign them 8/8 and then they get averaged into the calculation for BV for the pilot and gunner (superheavy mech bv calculation on pg 188 IO:AE). 
2/4 gunner
4/2 pilot
8/8 tech officer
the average gunnery and piloting skill is then 4.66 and that rounds up to 5.  So you get an effective piloting skill 2, gunnery skill 2, and because you pay for the rounded averaged skill, you are paying for 5/5.  (the fact that you can game the numbers and round up also seems like an issue, but not for here).
