This is probably a really weird question, and may require being moved to TO or another advanced rules board, but here goes!

Per TW p. 99: vehicles "rise 1 level above the underlying hex".

Scenario:
A vehicle occupies the hex immediately adjacent to the defending Mech, and that hex lies (for the sake of simplicity) directly in the line of sight between the attacking and defending Mechs.

Does this mean that the player controlling the defending Mech can declare partial cover? If so, do shots that are resolved to hit the legs AUTOMATICALLY hit the vehicle instead? (If those shots do NOT automatically hit the vehicle, is there some other method for determining if the vehicle would be hit?)
Also, does it matter whether the vehicle is a friendly or an enemy unit in order to be able to claim it as partial cover?

There are a number of reasons that such a declaration could be beneficial to a defending unit. Here are three that I can think of, and there may be more:
  • Forcing a +1 to-hit modifier on your opponent
  • Having a friendly unit absorb damage that might otherwise take the legs out from under an already damaged Mech (SWEEP THE LEG JOHNNY!!!)
  • "Tricking" an enemy into damaging their own units with friendly fire

Finally if a vehicle can provide partial cover in this way, would such an application of partial cover rules be generalizable to other units such as aerospace fighters that also "rise 1 level above the underlying hex"?

Thanks for your help with this!

No one "declares" partial cover.  Either you have it, or you don't.

As for the specifics -- Total Warfare pg.100 -- "Except for grounded DropShips, intervening units have no effect on LOS or attacks; grounded DropShips block LOS."

So, no.
