(Answered) Land Air Mechs and Cargo

So this came up in a LAM thread and the possibility, (more like seeming impossibility) peaked my curiosity.  I realize that full rules regarding LAMs are pending so if this can not be answered yet I will move on.

can a LAM be constructed to accommodate Lift hoists, can they use said lift hoists in airmech mode, and if so can they use their WiGE Movement while the Lift Hoists are carrying cargo?
