Now that we're several years into our Total Chaos campaign, a curious question arises.

When the mission gives the player additional forces, are these accounted for when building the OpFor, or are they free additional forces? The book is fairly vague about this, and the only example that suggests the forces are free comes from the example blurb on pgs 159-160 of Campaign Operations. It references the "Another Day Another C-Bill" mission from Total Chaos pg. 41. The example states that the Fifty-first Dark Panzers force gets 3,750 BV2 - 75% of the player's 5,000 BV2, but doesn't account for the three escort vehicles that the player takes.

So, free-forces as the example implies? Or is it, "Let your table decide?"

Free, unless the description indicates otherwise. Example:

Attacker gets help from the 51st.

"The Defender is 100% of the Attacker's BV": You do not include the 51st.
"The Defender is 100% of the Attacker's and the 51st's BV": You do include the 51st' BV.

The solution is just ignore Paul.

The rule that governs this is on p.12 of TChaos:

"
 Opposing Forces
Most tracks list the player’s force and the opposition in terms of percentages of the player’s deployed force, as opposed to a specific roster. This allows individual campaign flexibility and keeps each track fair and balanced within the storyline.

The player’s total force encompasses all units at the player’s disposal, whether ’Mechs, vehicles, aircraft, battle armor, or infantry platoons; supplemental forces assigned by an employer or granted in the track rules do not count towards this number unless specifically stated otherwise."

(I added emphasis)

So, basically, unless it's clear from the description that supplemental forces should be factored in, they should not be.
The solution is just ignore Paul.
