I've noticed there are ranks with people's names.  What do these ranks represent?  I assume it goes by the number of posts or time as a registered user.  I'm just asking because I don't think I've seen anything about it.

Goes by the number of posts. I'm not sure exactly what the number of posts for each rank are but there was a post about it in the last couple of months. I'll post a link if if I can find it for you.

Can't find a post on it but AFAIK its roughly

01-24 recruit
25+ private
50+ corporal
100+ sergeant
200+ master sergeant
400+ warrant officer
800+ Lieutenant
1600+ Captain
3200+Major

I assume that it keeps doubling on up but I don't think anyones close to that level yet,

They are post count based but are more for fluff. The ranks really are of no consequence outside of showing you how much you have post during you time here. Think of them as an "ooohhh Shiny".
