Green Ghosts Faction

Thinking about building a Green Ghosts force and I'm wondering which faction they would count as. They are listed as pirates, but also using more advanced technology with a mix of IS and Clan. They also run apparently run Lances, Stars, and Level II's. Leaning toward mercenaries, but maybe Dragoons or Kell Hounds? What do you all think?

In Total Chaos, there's a mission where they show up and the instructions for their force composition is:  roll on a mix of any FedSuns, Lyran, or SLDF RATs. Once per lance, roll on a Clan Goliath Scorpion RAT.

I forget which it is, but one of the World Wide Events a few years back featured the Ghosts and had a fairly large roster for Demo Agents to build from. I think the download is available either on this site or the CGL store. (I'm giving you so much hard info, I know. :) )

As I recall, it was mostly a mix of pirate and Merc, with a noticeable amount of Blakist and Goliath Scorpion stuff mixed in.
