Naval C3 is mentioned on page 93 of Strategic Operations as assisting with Orbit to Surface strikes but no such mention is made for Surface to Orbit or Airborne to Orbit. Is this intentional or an oversight? I feel that the ability to shoot up would be as equally assisted as shooting down with such a system in place.
