Is there a list anywhere showing when various gems were introduced or reintroduced? Some thing that lists them by year?

Tech Manual and TacOps have the years you seek, though it's sorted by gear, not year. I believe IntOps would have the same, though I could be wrong.

If you want it sorted by year, I suspect you'll have to put the list together yourself.

Interstellar Operations has "The Universal Technology Advancement Table".
It list nearly every single canon tech in BattleTech (it skips a couple of really, really limited things like Prototype Improved Jump Jets and Prototype Chaff Launcher), their prototyping start date, limited production start date, and their common spread date, along with extinction and reintroduction dates as applicable, along with the faction who introduced the tech or recovered it. Also included is the tech level and tech base.

EDIT For example,  IS MASC line, dates are Prototype, Production, Common, rule reference, extinction and recovery, factions in parentheses:

MASC [IS] IS/E DFED ~2730 (TH) 2740 (TH) 3040 233, TM Ext: 2795; Ret: 3035 (CC)

Prototype TRO has a chart when tech becomes advanced or tournament legal.

Prototype TRO has a chart when tech becomes advanced or tournament legal.
Also RS 3145 NTNU for further adjusted dates.

The info in IO is basically the same though, actually more detailed at times with separated "production" and "common" dates, but it doesn't technically state when something is regarded as "advanced" and when "tournament legal" (any mentions to that effect have been erratad away).
