Crazy Jane Maneuver Retconned?

In conversation with a couple of other posters, it appears the Crazy Jane Maneuver (most recently cited in the OG StratOps, page 246 and Explorer Corps, page 41, but originally in AT2 Revised) is no longer possible as described.  StatOps (AAR) page 77 inflicts automatic damage now for arriving in the "same hex" (which are 18 km wide these days).  Was this a deliberate decision, or an unintended consequence?

p. 89 OG StratOps, second printing, also is heavy on automatic damage in the same hex for two KF drive vessels.

This is a deliberate clarification of drive interference effects compared to AT2R.

The way the Crazy Jane Maneuver works in the era of 18-kilometer hexes is that the Crazy Jane ship needs to arrive at least 27 kilometers away (second ring of hexes) and then quickly turns and maneuvers on fusion drive to get into the same hex as the target. It is imperfect against ships with lithium-fusion batteries and pre-programmed jumps but works well against other targets.
