Base Experience Levels

Trying to make a general force of experience of the pilots, troops and others for a fighting force.
Is there any averages of % of the experience of the troops.
My guess would be 30% green, 40% regulars, 20% veteran and 10% elite.
Just base to get started for my army.

There are several sources for force experience by percentage.  They can be found in IO:Battlefoce for sure.  For ISaW they are given per operation with modifiers, so you're always getting a random toss up of possible experience for the force in that action, be it espionage or raids and etc.

What I think you're looking for and what will work for most scales below the strategic is the one found on page 133 of IO:BF shown on the Aggregate Experience By Force table.  The Company weight and Aggregate Weight By Force for Companies is also very useful on the page directly following that.  There are various tables for RAT rolls in this entire section that are very useful for creating a force randomly.  Campaign Operation may have something similar but I can't recall.  The 2009 SO was split into 3 rule books and a few things disappeared.

The table on 133 works well with the Random Experience Table (if you don't have the predesignated skill level for a Force). 

For example, reading the row from the left for a Force with a Regular experience level, you'd have 0WB;10%Really Green;20Green;30 Reg;20 Vet;10 Elite; 5 Heroic; 5 Legendary.  There are options to remove the lowest and highest and keep it between the normal experience levels of Green, Regular, Vet and Elite.  You should get the book.  It's still pretty massive at 354 pages and has a lot of information for force building.  To get a more realistic version of skills follow the example given found just below the table.

Taking a quick scan of CO, I can see there's a table for Force Experience Rating but no breakdown that i could see that IO:BF gives.

Yes, you're right.  I blundered the Interstellar Operations with SO.  I'll go back and edit those for clarity.
