(Answered) Swarming Anti-Mech Attacks Crit Chance if they do no Damage

Swarm Attacks normally carry a chance of doing a Critical Hit (Total Warfare, pg 223). 

If, somehow, a Swarming Infantry unit is unable to perform Damage with their normal weapons, is a Critical Hit Chance still possible?
