Not splash them: That would require you to get in range. But dazzling could happen at a much greater range?

Or will this require a flying SubCap …

No rules that I've seen.  Might be possible, but almost certainly need to be airborne at high altitude or in orbit, not from the ground.

There are no such rules. Best you'll get is getting into shooting range and trying for a called shot to the sensors.

And the TactOps ranges didn't really interact with Aerospace game.
