How does Roll Modifier apply to EDG?

Am I to assume that if a character only has a "natural value" of EDG 3, all his EDG expenditures suffer a -1 penalty? Conversely if a character has a natural value of EDG 7, all her EDG expenditures gain a +1 bonus? Or does Roll Modifier have no effect to EDG expenditure?

If this info is already in the manual, a page number will suffice (and my apology for being so blind to find it).

The Roll Modifier only comes in to play when a Skill has it as a Link Attribute. Currently no Skills have Edge as a Link Attribute.
It also comes in to play when doing an Attribute Check. See also p. 38 ATOW.

The Roll Modifier does not affect "Burning Edge" use. (p. 43) Although the consequence of Burning Edge can result in a negative adjustment of your existing Edge modifier, making any subsequent Edge Attribute checks more likely to fail. Some examples of Edge Attribute checks can be gambling, randomly determining the contents of crates of stolen goods, and perhaps determining the consequences of clipping a wire on a bomb "at random".

Correction to Paul's statements: The Link Attribute modifier does not apply when rolling Attribute Checks. It applies solely to Skill Checks. As noted, there are presently no Skills that use EDG as a Link Attribute, and so the Link Attribute modifier for EDG does not currently apply to anything.

Actually, by your own reference, you should have caught this one. Page 38 clearly states this in the rules for Attribute Checks (third paragraph, final sentence).
