Indeed, it does not.
Too squat, legs are to small, and from the stance of the Hector in the artwork, it looked like it had a waist. At least to me.
This mini looks like the legs are attached directly to the body like a Falconer...which is always ridiculous and unrealistic.
Maybe some additional pics from different angles would help? How big is it compared to other minis?
So far it looks to be another disappointing sculpt.

The things you criticize are due to the perspective of the picture. The legs are not too small. The legs are not attached to the body, but to a waist which you just can't see at that angle.
The Hector is smaller than the Osteon, if that helps.

That is something not just the sculptors, but also the QC at IWM/Catalyst have to deal with. Mechs like the Hector exist only in a single piece of art, which probably has problems of its own (perspective distortion, the artist took some liberties which are not possible in 3d, ...). Interpreting the art ... finding a common ground ... a compromise even ... there is just no way around it.
Maybe everyone's interpretation is just different from yours?
