Do Special Pilot Abilities apply to all types of vehicle a character can pilot or drive?
If a character who can pilot both 'Mechs and Air Vehicles picks up the Maneuvering Ace SPA, does he get the benefits regardless of whether he's driving his 'Mech or his VTOL?
