(Answered) What does the CT8 ability of the coolant truck do?

I was searching for how Alpha Strike handles cooling trucks and only found the abbreviation "CT8" in the MUL. I could not find it in the current pdf of AS:CE.
Does anybody know where this is described?

CT carries cargo. 
The coolant truck is a scenario or “fluff” piece.  It does not usually have the ability to cool units during gameplay.
There is a scenario in Turning Points Vega 3039 involving coolant trucks during combat. But that rule is intended to be scenario specific and not a general gameplay rule.
