(Answered) Hover movement shutdown over water

If a unit with hover movement is shutdown (through TSEMP or something else) or immobilized through critical damage while over water, does it stay on the surface of the water through it's movement mode?

p.41 has Hover Movement ("Hover ...  treat water features as clear terrain
for movement purposes")
p. 53 has "shutdown units cannot expend move" and "a shutdown unit is considered immobile"
p. 32 has "immobile unit cannot use any movement options"

Yes, a unit with hover movement stays on the surface when immobile.
