The golden age of the Star League had had a considerable debilitating affect on the Capellan Navy and its infrastructure. By 2766 their only modern design was the oversized and lackluster Soyal, with the rest of their fleet composed of League castoffs mostly dating back to the early age of war. In addition, they were badly outmatched by their immediate neighbors, both in raw numbers and in individual firepower. Increasing production of the Soyal was one option considered to address this gap, but the large ship was expensive and time consuming to construct, and (though never spoken of publicly) of limited utility.

The Confederation's first tangible success in addressing this deficiency came in the first year of the Amaris Coup, when engineers from Delhi Warships were able to smuggle out plans for the ancient Essex I and Vincent from the embattled Hegemony. These ships were put into production immediately (despite protests from both Kerensky and Amaris over this blatant theft of Hegemony intellectual property). This allowed the Confederation to expand its fleet's numbers at least, but did little to overcome the quality gap. To address this, the Chancellor ordered Delhi Warships to develop an upgraded version of the Essex I. After years of design work and disappointment, Delhi Warships finally unveiled the Phoebe in 2780.

Though originally conceived as a simple upgrade of the Essex I, the Phoebe quickly grew beyond those humble origins. Deciding the Essex I's hull was simply too light to benefit from any upgrades, engineers stripped the design almost to its bare core, redesigning the ship around a much tougher, more rugged hull, better able to survive the pounding of modern naval combat. In addition to raw structural strength, the Phoebe would also benefit from improved armor providing over twice the protection of the old Essex I. As with the hull, the ship's weapons array was completely redesigned, built around a mix of naval PPCs and gauss cannons. This gave the ship a considerable boost in firepower over its predecessor, while still retaining the forward facing bias of the Essex 1's old weapon array. The ship's improved command and control systems also allowed for a smaller crew, decreasing the ship's logistical footprint by some small degree.

For all these improvements, however, there were also weaknesses. Most glaring was the lack of fighter support. The Phoebe was fitted with only four shuttle bays, two of which were normally used to accommodate aerofighters. This pitiful fighter screen, combined with the ship's near complete lack of anti-fighter weapons (designers believed they could crack secret Star League firing programs that would allow the main battery to suffice, but ultimately failed to do so) meant that the ship was painfully vulnerable to aerofighter attack, especially when operating alone. Planners considered this an unlikely concern, but as the Succession Wars raged on, losses mounted and made it difficult to mass mutually supporting groups of WarShips.

Another concern, considered minor by Capellan planners, was the ship's limited complement of lifeboats and escape pods, sufficient only for two thirds of the crew under ideal conditions. This, combined with the lack of fighter defense, gave the ship something of a poor reputation among potential crews.

Only a handful of Phoebe class destroyers were constructed in the years leading up to the First Succession War. They served reasonably well during the Confederation's operations to claim Hegemony worlds. The entire class was heavily engaged throughout the following conflict. Two Phoebe class destroyers were assigned to Task Force Devlin and participated in the attack on New Delos, and another would be destroyed soon after during the Free Worlds League's reprisals against New Canton. Her sister ships in Task Force Devlin would later suffer the same fate, being overwhelmed and destroyed at Calloway IV by a Free Worlds League ambush. The remaining ships of the class would suffer similar fates, with none surviving the war.

Are you saying the SLDF figured out how to use NPPCs like NLs for AAA?  ???

Or perhaps they were simply rumored to have done so, making the Capellan failure to duplicate non-existent technology unsurprising?

A little bit of both. Bracketing Fire, assuming you have enough guns to get the maximum bonus, accomplishes a lot.

The Capellans however wouldn't know the details and may have conflated that with naval laser AAA fire.
