CO pages 211-212 covers unit Customization.  Two questions:

1) Is "removing" a Cargo/Transport Bay (or portion of one) to install another a Class B refit?  As written, it appears so.

2) Does the restriction on Large Craft Refits on page 221 ("DropShips, JumpShips, WarShips, and Space Stations can only be customized in repair bays (see p. 146, TO:AUE) of sufficient size to accommodate the vessel") apply to internal refits like the presumptive "Field Refit" above?  Or only to Class C and above refits (that require repair bays or factories for all units)?  It would seem simply landing a DropShip would be enough to accomplish Class A or B refits, at least purely internal ones.

The refit rules really only deal with small-scale units in any appreciable, practical fashion.  However, I would agree with both of your assessments.  A & B would not require a full repair bay, and you can tinker around inside to your heart's content as long as you're not doing anything serious (bays are just reconfiguring present internal space, and so should be straightforward enough).  The Master Repair Table notes a few items that definitely require a repair bay or landing on the surface, as an aside.
