Destiny and Double RFL

The use of Double RFL as a defensive modifier has made out PCs all but untouchable and we are barely into the campaign?  I assume that I am either reading the rules wrong, or am missing some trick to make it more manageable.    Any suggestions?

It was changed from INT + RFL for some reason.

The attack should be getting Attack Skill + Linked Attribute, versus the defense getting reflex + reflex.
Most ranged attacks are going to have reflex as the linked attribute, making it Attack Skill + Reflex versus Reflex + Reflex.
So the advantage goes to the comparison of Attack Skill rating to Reflex Attribute.  I'm not sure how you regularly get an attribute that much higher than skill rating to where it's unmanageable?
Step 4 of Character Creation has a max attribute of 4.

When leveling up, you tend to get more skill points than attribute points.

I would agree that Reflex is by far the most important attribute for combat. If you prioritize Reflex, and NPCs are random foes, the players will have more of an advantage.   Then the choice becomes let them fight other combat specialists, let them enjoy stomping the enemy or challenge them in non-combat situations where maybe they wish that had more balance?  (ie. i think the answer would be a  mix of all three.).

We are all green Clan Mechwarriors.   The whole party basically picked a Reflex of 3, and our combat skills (melee & small arms) are only 1 or at most 2 since we are early game.
