I think I am going to answer my own question here, but I am going to ask anyway.

I noticed when I looked at the base of my cougar mini that I was assembling, the copy date was 1991.  Now, TRO 3060 didnt even come out until '97, so I knew that couldn't have been right.  So my question is, do all the parts of the cougar, excluding the torso, come from the old Adder?

It looks that way to me off of camo specs, but I am not 100% sure.  And I know the TRO says that the cougar was designed from the adder, so it would make sense...

 Yeh same legs feet and arms different torso and waist.

Now, TRO 3060 didnt even come out until '97...
the Battle of Coventry book with Cougar inside been printed in 1996, and it predated TRO.

Ah, that's where it's from. I had thought it pre-dated the TRO, but couldn't remember why or where it was published prior to that.
