The Challenge:
Movement (*by type, select one)
Tracked: 4/6 or faster (1 points for each cruise MP above 4)
Wheeled: 6/9 or faster (1 points for each cruise MP above 6)
Hover: 8/12 or faster (1 points for each cruise MP above 8)
Armor restrictions: No primitive armors or BAR armors.
Weapons required: minimum of 1 Artillery weapon (Thumper, Arrow IV (For Clan designs only), Sniper, or Long Tom)
Minimum 2 tonnes of ammunition for your artillery weapon.
Unit must be capable of defending itself from attack. (aka effective secondary armament is a REQUIREMENT).
Scoring:
+2 points for each facing that can take an AC/20 hit without going internal
+2 points for each item of 'special equipment' mounted (CASE, TAG, Beagle, or C3)
+5 points for budget (each 100,000 C-bills below 1.9 million C-bills)
Purpose: self-propelled artillery unit capable of keeping up with fast moving forces over an extended continental or planetary campaign. Must be rapidly deployable, low cost, capable of operation without dedicated escorts, with projected long periods between resupply.

Interesting... Hopefully a Recon Camera counts as "Special Equipment", but it didn't cost me any points for armor to put it in either way. At 45 tons, not only does it fit in a light vehicle cubicle, but it also only has three crew, reducing long term costs too.

The Cudgel is an all-purpose tracked light artillery vehicle, which is cheap enough to deploy in large numbers. The Thumper gives it good range for a light artillery piece and deep ammo reserves. The turret-mounted Plasma Rifle can defend effectively against both light and heavy units, particularly if deployed in batteries so that they can overheat and slow down any pursuers. It also has enough armour to withstand some amount of counterbattery fire and air raids, or even light combat in a pinch.

The Hovertank if you replace fusion engine with fuel cell one and replace the med lasers with an SRM launcher and ammo the weight saved could put in a TAG and may still get it under 1.9 million .
