(Answered) IO - Radical Heat Sink effects on BV

By the table on p. 256 of Field Manual: 3145, the Radical Heat Sink system has its own "BV2" of "HS x 1.4", where "HS" is the number of heat sinks on the unit. However, I'm not clear on

(a) whether this value should be added to the offensive battle rating, the defensive one, or possibly (see b) below) neither directly and

(b) what effect, if any, the system should have on the unit's total heat sink capacity for BV calculation purposes.

The footnote is silent on the matter and I haven't found anything more explicit elsewhere in the book either.

This has been clarified in IO.  Essentially it has no BV value of its own.  It just improves the heat efficiency of the mech, which affects BV during the Calculate Heat Efficiency stage.  I'll add some small errata to FM 3145, but IO will be the final word for all equipment of this nature anyways.

So, if a 'Mech had -- for example -- thirteen double heat sinks and a RHS, for purposes of heat efficiency it should be treated as though it had an effective heat sink capacity of (26 x 1.4) = 36.4, presumably rounded normally to 36?

Close. It should be 26 + 6 [being 13 * 0.4 = 5.2 rounded up]  for 32. At least that was the original intent. The 1.4 is a bit of an error itself, unless this have been tweaked for IO. :)

Okay, so it adds 0.4 * (strictly the number of heat sinks regardless of type) rounded up to the heat sink capacity for BV purposes. Makes sense, I suppose -- it doesn't suddenly have double the effect just because the heat sinks are double or laser models, after all, just improves dissipation by 1 per sink for that turn for all.
