Title: Overcaptain rank

The Arms of Thor has as ranking officers "Overcaptain". This rank does not exist in any military. I'm trying to find an equivalence. Is it the Rasalgashe Republic rank of Kaptain? Or more realistically Överste-Löjtnant?
If not, to which rank does it fit?
