Title: Equipment modifiers

This is mostly a random idle question, but I've been batting it around in my head enough that I decided to post it...

The various Housebooks have price and availability modifiers for equipment. Do people allow/force their players to use these charts when purchasing equipment at chargen (based on affiliation), or do you just use the basic prices in the book and only pull out the affiliation charts once game begins?
