From page 9 of Alpha Strike 2.4 errata, under transporting infantry:

However, the transport mounted by these units will lose 2 inches of Move per turn as long as the XMEC unit remains on board.

Could the loss of 2 inches move by the transporting unit reduce the transporting unit's TMM? For example, if a unit that normally moves 10 inches (for a TMM of 2) transports an XMEC unit, is it considered a unit with a move of 8 inches with a TMM of 1?

Or, should the 2 inches movement loss be considered in a similar manner to a terrain cost, reducing the distance the transporting unit can move but not the TMM?

Yes, a unit that is transporting XMEC infantry may have its TMM reduced.  Losing 2" of Move is not the same as spending 2" of Move.  Outright reductions in speed can and will reduce TMMs.
