I thought that a submersible Packrat might be an interesting concept.

Overview:
   The relegation of naval forces to the dusty pages of history had long been
seen as a given during mankind's march to the stars.   However, the need for
wet naval forces was still seen on planets with extensive bodies of water.   
One such planet was the Steiner planet of Kandis, where a long-standing
rebellion was fought against the Free Rasalhague Republic.   The rebel forces
had used the various waterways to move their forces and supplies about, but
the FRR had started to crack down on water transports.   The rebels needed a
covert means to move about, and turned to an engineering team led by a local
industrialist known more for farming equipment, James Holland.


   James Holland soon put his company to work on a clandestine submersible that
could be almost undetectable in the relatively turbulent riverine environments
of the planet.   What he and his company constructed met the needs of the
rebels.   Heavily armed for its size, the new submersible was named the Selkie
and soon became a major thorn in the side of the Rasalhagian forces.   The
design was smuggled off-planet and constructed under license by several other
shipyards.


Capabilities:
   The Selkie is designed for stealthy shallow-water operations to deliver
special-operations troops as well as critical equipment or supplies.   For
this, the design uses a fuel-cell air-independent propulsion system with a
shrouded propulsor that keeps the design as silent as possible.   One trade-off
for this is in speed, as Selkie is not known to be the fastest design around.   
In the search for acoustic stealth, however, speed can be a detriment.   The
shorter range of the power plant was deemed acceptable due to the close-range
clandestine nature of its intended missions.


   The hull of the Selkie is well-armored for a submersible of its weight,
though by no means will it's 4 and a half tons of WetSteel armor be able to
stand up to anything much larger than itself.   The firepower for the Selkie is
defensive in nature, though within the close ranges of riverine combat the
TharHes SeaFury short-range torpedo launcher packs a decent punch.   The small
torpedoes have a high speed, reducing the chance that a target can detect the
launch and react to it in time.


   The Selkie is designed to support a special-operations team in the field,
and can also act as a covert scout as well as an ambusher.   To this end, the
vessel mounts a powerful Siemens 1019 long-range communications system,
as well as a set of sensor buoys that the vessel can be set as a picket net.   
The sensor buoys can either be set in a long-duration tethered mode or in a
mobile mode with a much shorter lifespan.



Deployment:
   The Selkie is not a common platform as its missions are limited to planets
with sufficient waterways.   On those planets, though, the Selkie has been
popular with those units capable of fielding naval forces.   The Selkie is most
common in Steiner units, though it has also been found in Davion forces and a
handful were captured and put into operation by the Kungsarme.


Variants:
   A variant that was initially proposed by a couple of Steiner shipyards has
found its way into production on Kandis.   This variant replaces the SeaFury
SRT-6 launcher with a SeaFury SRT-4 launcher in order to increase the cargo
capacity of the Selkie by a full ton.   The few numbers of this variant are
often used as courier vessels rather than as an attack unit.

Minor nitpick... that Sensor Dispenser should be rear mounted, I mean I wouldn't want to ram my own sensor packages on the way out.

Also the Six-pack has a nasty sting, but for a ton less, you could use a Quad-pack, up the cargo space and install a Sm. Laser somewhere to help soak that free SHS from the Fuel Cell.

But that's just me...

Despite it having the single heat sink, fuel cell powerplants still need a half-ton power amplifier for a small laser.

As to the torpedo launcher, I could see that as a variant designed to be more of a covert cargo transport.   The SRT-6 gives more bang for the buck, so to speak, in the ambush role.   Think of it as a submersible half-Javelin.
