Kobold Battle Armor IIC Movement Clarification

Good day warriors.
I am looking for clarification on the following unit:
http://www.masterunitlist.info/Unit/Details/6728/kobold-battle-armor-iic
This means this unit may either move 12" across the ground or use 12" of VTOL movement? This doesn't seem right, shouldn't this be something more like 2"f/12"v.

Technically yes. But since there is no drawbacks to using vtol movement, the unit is presumed to use its best movement mode. Similar to how elementals should technically be 2f/6j as well.
